Can a co-owner who is an Indian resident sell the property with consent of the other owner who is an NRI? The other owner who is an NRI will also be at the time of registration.

 Yes

The co-owner can sell the property with consent of other owner (who is an NRI)

All the joint owners should present at the time of deed registration or other owner can give “Power of Attorney” to co-owner. So co-owner can register the deed on behalf of other owner.

Below is a real example. Husband and wife own joint property in Bangalore, India. Husband lives in Toronto, Canada. Wife lives in India.
