In a rented flat, who pays for the maintenance fees, the owner or the tenant?

Maintenance cost is one of the important factor in a rental agreement. Details of maintenance cost should be mentioned in rental agreement to avoid later surprises or conflicts among tenant and owner. It is owner responsibility to handover the flat to tenant in habitual condition. When the flat is rent,  Tenant pays the maintenance fee.  The utility of water, electricity, gas, and common amenities like gym, swimming pool, clubhouse, children play, lift, common area cleaning and security are enjoyed and utilized by tenant.
